Canada's veterans affairs department wasn't ready for the influx of wounded soldiers from Afghanistan and is now scrambling to revamp benefits to meet the new demands, Veterans Affairs Minister Jean-Pierre Blackburn says.

Blackburn conceded that a department born to serve the veterans of previous conflicts was ill-equipped for the onslaught of soldiers suffering the scars of Canada's current war.
