In a somewhat surprising move by North Korea it called for a quickly written peace deal to replace the armistice deal which has been in effect since 1953 with the South.  The North Koreans are saying that if such a deal can be reached that they would be willing to resume stalled 6 party talks on the disarmament of their nuclear program, however the Obama administration insisted that they could only move forward if the human rights situation in North Korea is improved.
