President Obama will be proposing a three year freeze on spending for certain parts of the overall budget during the State of the Union tomorrow night.  The freeze would reportedly not affect security related budgets like the Pentagon, Homeland Security, Veterans Administration, etc., and will affect budgets approved by Congress each year for agencies like air traffic control, farm subsidies, and education.

The move is an attempt to win back the independent swing voters who elected Scott Brown to the Senate in last weeks Massachusetts election.
