The California state assembly's Committee on Public Safety has passed a bill to regulate and tax marijuana like alcohol by a vote of 4-3.  The bill will now be sent to the full assembly on Friday for a full vote which would make California the first state in the Union to legalize marijuana since it was first criminalized in 1913.
