G&M: Senate Reform Plan Sparks Standoff With Provinces

Yesterday we told you that Prime Minister Stephen Harper plans to re-introduce Senate reform legislation not talked about since 2007, when Parliament returns in early March after being suspended by Harper so that the government could avoid damaging questions about Afghan detainees and give them time to acquire a majority of seats in the Senate.

Now, provinces including Quebec and Nova Scotia, who have the most to lose under the Conservative Senate proposal are insisting that any change to the Senate is a constitutional issue and can't be forced through by the Prime Minister without negotiations with the provinces.
