G&M: Harper To Revive Senate Reform Plan
In a move considered to be another political tactic to control the message coming out of Parliament, Prime Minister Stephen Harper plans to re-ignite debate on Senate reform. After proroguing Parliament for the second time in just over a year and complaining that the Conservatives have been forced to compromise too much on their preferred legislation (despite being a minority government), Harper now has the opportunity to appoint a majority of Senators to push through Senate reform on his terms. Opposition parties insist that any Senate reform is a constitutional matter and must involve discussion with the Provinces, but it looks like when Parliament returns in March there will be some contentious moments and perhaps even an election depending on what happens.
Senate reform had been on the Conservative agenda 4 years ago and was designed to remove appointments and have Senators elected by the people of each province with term limits. Skeptics will point out that the current government hasn't approached the issue of Senate reform since it was mentioned in the their election platform and that this is just a way for an embattled government to change the topic and force legislation through a minority Parliament.
