It has already been acknowledged that the President's plan to move some of the detainees being held at Guantanamo Bay to a Prison in Illinois won't be completed by his self imposed deadline of January 22, 2010.  Now those plans have been delayed even further after being denied by members of the House, who refused to add $200 million to the recently passed military appropriations bill so that the federal government could buy the Illinois prison from the state and upgrade it in preparation of the Guantanamo detainees.

Even though officials from Illinois are on board with the plan to move detainees to their state and the majority of citizens are fine with the idea of the creation of jobs for the locals if the empty prison ever gets up and running, it's possible that funds won't be available for another year, pushing the possibility of closing the base until sometime in 2011.
