Secretary of State Hillary Clinton has announced that the United States will donate to a $100 billion fund for poor and vulnerable nations to help them develop energy efficient economies and help combat climate change by the end of the next decasde.  Secretary Clinton did not reveal the amount the United States would be adding to the fund, but added that their participation was contingent on an agreement at the Copenhagen talks.
